Responsibilities The Director of Construction Services is responsible for the oversight and directing of Altice USA, Outside Plant (OSP) Construction for the West Pacific region involving activities in any or all of the following areas new construction, construction upgrade, fiber optics, planning, design. OSP construction involves Commercial (SBS), Carrier, and Residential Construction. Director of Construction directs all aspects of construction projects to ensure their completion according to standards, specifications, schedules, budgets and contractual commitments and provides direction and guidance to construction and other personnel to ensure the coordination of activities and the timely, accurate completion of projects within budget. Develops and implements standards to ensure efficient design and construction of all HFC and FTTx OSP Construction. Ensure such standards are enforced through testing and implementation of new build of OSP Construction. Oversight of OSP includes but is not limited to new build, upgrade, infrastructure modification, fiber interconnect and node splits on existing or new plant construction. Implements and monitors reporting systems for control of activities, schedules and costs. Develops, recommends and meets expense and capital distribution budgets and labor costs. Develops and forecasts budgets for capital expense/distribution, inventory/materials, and labor costs; manages/creates MTD and YTD reports based on actual spend vs. budget allocations. Ensures the integrity of the design mapping system by both internal and external designers, by making the necessary adjustments in a timely, accurate manner. Develops RFPs, negotiates contract labor costs, and assists in the selection and evaluation of contract bidders for projects and design. Develops and presents monthly reports regarding new build, addresses of new build, and miles of OSP construction developed, tested, and implemented. Maintains relationships with city, county, state officials utilities and other organizations to ensure permits, pole attachment agreements, easements, and other permissions are adhered to by standards set forth by such agencies. Ensures that Contract Labor and selected Vendors meet safety and audits are addressed and adhered to by standards set forth by Altice USA Safety Department. Responsible for measuring the performance of all individual contributors, team leads, and supervisors in the upgrade construction function. Oversees and manages the performance of work performed by contractor and/or in-house personnel. Effectively partner and collaborate with other Departments such as Market Expansion, Local Market Engagement, Engineering, Field Operations, Finance, Safety, for effective and timely implementation of OSP construction. Communicate, support, and collaborate with Business Operations to assess and develop ROI on OSP Construction to determine go/no go on new construction. Qualifications QUALIFICATIONS High school diploma or GED. Ten or more years of HFC, OSP and/or FTTX construction design and implementation. Five or more years of Leadership experience. Experience with contractual documents and budget preparation. Vendor management and relation experience. Expert knowledge of cable television theory of operation and construction procedures. Knowledge of basic management principles. Advanced mathematical skills. Experience with timely management of T & E reporting. Preferred Experience/Requirements Four year degree in Business, Engineering, IT or related field. Leadership experience in CATV, VOD, HSI, VOIP Engineering. Working Conditions Primarily office environment.
Salary Range:
$150K -- $200K

Construction & Real Estate, Engineering ManagementEstimated Salary: $20 to $28 per hour based on qualifications.
