HR Compliance Analyst

Responsibilities
The Compliance Analyst is responsible for the day-to-day management and assurance of compliance in the employee lifecycle, including but not limited to: background checks, I-9/e-verify, ongoing screening of employees, onboarding documentation, labor law (AAP, EEO, FLSA, signage & documentation), training on pre-employment screening activities and special projects as assigned.
Have a working knowledge of EEO and AAP items. Per EEOC Green guidelines, conduct in-depth individual assessments on approximately 50% of all pre-employment candidate reports containing questionable items, to develop a customized hiring decision for each; compose & distribute mandatory notifications as needed.
Project manage the NSA compliance support to recruitment and the rescreening process of employees under the DOJ agreement
Level One adjudication responsibility for all pre-employment background investigations
Effectively manage and complete recruitment initiated tickets in regards to compliance requests
Adjudicate all background screening results in accordance with federal/local laws, regulatory requirements, to determine eligibility for hire for pre-employment candidates.
Ensuring that ongoing rescreening for NSA employees is maintained
Review results of ongoing review for employees such as; continuous license monitoring, post-accident and reasonable suspicion drug testing
Manage the assurance of update labor documentation in all appropriate AUSA locations.
Utilize experience with developing & interpreting job descriptions to assess relevance of convictions to essential functions.
Use knowledge of Drug Testing procedures/terminology to review results & assess hiring eligibility. Apply keen awareness of HIPAA, ADAAA, FMLA regulations to ensure appropriate handling of confidential medical information.
Responsible for managing the employment eligibility verification process following state and federal guidelines
Review of all incoming I-9 forms and documentation, following up with appropriate parties to ensure compliance standards are met.
Conduct ongoing internal audit efforts to ensure that I-9's are kept up to date with expiring documentation and purged according to federal regulations
Responsible for the project preparation for external audit of compliance records for employment authorization purposes
Management and maintenance of e-verify record keeping
Maintain updated and compliant DOT records
Confirm consistency with policy for ATS/Onboarding & related systems, forms, processes. Make recommendations to modify accordingly.
Collaborate with Security team to ensure that contractor workers screening programs are adjusted accordingly.
Assist with reviewing results for active employees, to provide guidance on suitability for continued employment.
Ensure consistent administration / handling of background screening functions across all areas.
Act as a steward to the organization in ensuring alignment of processes and practices across the enterprise.
Qualifications
Minimum three (3) years of HR policy, procedure and/or compliance work.
Bachelor's Degree in Human Resources, Business or related discipline.
Understanding of employment laws, regulations, and executive orders enforced by the OFCCP, EEOC, and other agencies
Demonstrated experience and/or understanding of full employee lifecycle (recruiting ? termination)
Strong project management, analytical, and complex problem-solving skills
Excellent interpersonal skills; able to build strong business relationships with internal customers, external agencies, and vendors

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
